Home to more than 100 million people, the Philippines is the 13th most populous country in the world. Despite the country’s robust economic growth in recent years, 25 million people still live in extreme poverty in the Philippines, on incomes below US$1.90 per day. And at the bottom of the economic ladder are seven million people struggling to survive in ultra-poverty: these are people living on less than US$0.50 per day.
ICM’s poverty alleviation programs in the Philippines serve the ultra-poor in the Visayas, Mindanao and Palawan from 13 regional bases, with 34 local branches for the greatest possible coverage. In every region, we partner with thousands of local churches who provide ICM with an efficient and effective distribution network to reach the poor.
ICM was founded in the Philippines, and for nearly the first three decades of our existence as a charity, our focus was exclusively on working as a Christian non-profit within the Philippines, serving the poorest people and communities in this nation. And it worked: ICM now has concrete evidence that Transform improves lives in the Philippines.

According to a Philippine National Demographic and Health survey, one in four Filipino women aged 15 to 49 has experienced domestic abuse. Poverty seems to be a factor with women from low-income households suffering even more than other groups; some of these women have even had their lives threatened.
On August 23, in partnership with Rise Against Hunger Philippines (RAHPH), volunteers from PayPal Philippines helped ICM pack 36,288 meals for ultra-poor families in Iloilo. The volunteers packed 42 boxes per two-hour shift from 9:00 AM to 9:30 PM at the PayPal Headquarters in Alabang, Muntinlupa.
On December 17, 2021, Category 5 typhoon Odette (international name Typhoon Rai) made landfall in the Philippines and wreaked devastation in the Visayas and Mindanao Region of the Philippines. It was one of the strongest and deadliest typhoons in recent years, forcing over 300,000 people to flee their homes, leaving hundreds dead and millions of dollars worth of damage to livelihood and infrastructure.
What does it take to pivot and innovate during one of the biggest global crises for a non-profit organization? For International Care Ministries, a poverty-alleviation organization working with the ultra-poor in the Philippines, it meant an assessment of the organization’s strengths, data, and resources; quick thinking, and willingness to try new things to see if they would work.
As ICM saw evidence of our methods changing lives in the Philippines, we began to explore the possibility of serving in other parts of the world. Ultra-poverty is a global issue.. After seeing the impact on people’s lives in the Philippines, ICM felt called to test our methods in other countries where people struggle to survive in ultra-poverty.
ICM launched a pilot program in Uganda in 2020, and in Guatemala in 2021, and we are seeing transformative results in both of these nations. Click below for more information on these programs.
